抄録 | レントとは, 一般的には, 超過利潤のことであり, 完全競争市場の下では存在しないものとされる。しかし, レントは, 現実には無数に存在するだけでなく, 特に経済発展にとっては必要不可欠な存在でもある。本稿は, 経済発展におけるレントと政府の役割に焦点をあて, 日本のIT 産業政策, 特に超LSI 技術研究組合(以下, 超L 研) を中心に分析を行う。この研究組合は, 大きな成果を上げたといわれているが, その理由をレントの概念を用いて分析するとともに, 成功をもたらした背景についても考察する。ただし, 長期的視点から見ると, 当初想定していなかった, IT 産業の世界的な垂直非統合が進展しており, 超L 研に関する再評価が必要となっている。本稿では, 最初に,経済発展における政府とレントの役割について述べた後, 第1 節では, 日本のIT 産業の歴史を概観し, 第2 節では, 超L 研の分析を行う。第3 節では, 世界的に生じたIT産業の変化を見た上で, 日本の現状をレビューし, 最後に, 日本のIT 産業政策, 特に超L 研についての再評価を試みる。 Rents are generally excess income, and they do not exist in a perfect competitive market. However, innumerable rents actually exist and are indispensable for economic development. This paper focuses on the role of government and rents in economic development, and also considers the ICT industrial policy of Japan, especially the VLSI project. It is said that the project has achieved great results. The reasons for the success are analyzed by using the rent concept, and the background of the policy is considered. However, by taking a long-term view, it is clear that a worldwide, vertical disintegration of the ICT industry has occurred, therefore, revaluation of the project is needed. |
